Separate an account restriction from an item restriction

Steam's recommended trading practices say its trade interface does not transfer money, including payment-wallet funds. It also advises checking the actual trading partner. A familiar avatar, trade message or promise that payment follows is not a substitute for verifying the offer and the matching operator order.
